The challenge

Public funding set a fixed date and a fixed number. Fire, police and dispatch all needed their own secure zones inside one structure.

Our approach

Preconstruction priced three structural options in the first month, so the city chose with real numbers. We held separate secure-zone mock-ups for each department before ordering finishes.

The result

• Opened on the funding deadline
• Final cost inside the awarded contract sum
• Each department approved its mock-up before install
